As of now, Serif WebPlus is only available for Windows operating systems and does not have a Linux version. It may not work in Ubuntu without using an emulator.

The latest version of WebPlus is still the X8 one. I didn't find anything related to a future release and Windows 10 compatibility, but it's recommended to watch the main page of Webplus.
If you want to speed things up and get an official response, contact the developers of the software and they should inform you if a version is in development or not.
The answer to the question is that you can access your web site using a web browser, such as Google Chrome, Firefox, or Safari. You may also be able to find a free version of Serif WebPlus online.

You can upgrade from WebPlus X7 to WebPlus X11 by purchasing a license for WebPlus X11 from the Serif website.

I Use version 8 and looking at getting version 10.
